From the perspective of photovoltaic power generation, technology should be relatively mature, and the core is the price issue. They also put forward proposals, that is, to encourage the construction of small-to-large, phased construction. In 2010, the photovoltaic system capacity was first built to 20 megawatts. In 2015, the province's photovoltaic system capacity was 660 megawatts. In 2020, the province's photovoltaic system was realized. The system capacity is 2GW, which is expected to account for 8% of the total installed capacity of the province in that year.

To achieve the 2020 target, the total investment will be about 56 billion yuan, and the annual electricity fee income after the completion of the project will be 3.9 billion yuan to 5.2 billion yuan.

On April 16, the first large-scale solar photovoltaic high-voltage grid-connected power station in China began to operate in Xining City, Qinghai Province. The photovoltaic high-voltage grid-connected power station installed 300 kilowatts of solar modules, with an annual generating capacity of 450,000 kWh. From the current point of view, a complete photovoltaic industry chain, we only lack the middle part of solar cells.

Some departments have estimated that in 2008, the province's photovoltaic output value has reached 400 million yuan, is expected to reach 1 billion yuan this year, will reach 10 billion yuan during the "12th Five-Year Plan" period. By 2013, through cooperation with domestic and foreign PV companies, the photovoltaic industry in Qinghai Province will build a complete photovoltaic chain.
