He has clearly stated that "energy technology development is the main way to solve energy problems," and that scientific responses are essential in addressing challenges. This forward-thinking approach has provided clear guidance for the development of the sector.
On February 28th, the commencement and mobilization meeting for the Zhangbei Renewable Energy Flexible DC Power Grid Pilot Project was held in Beijing. This project marks the world’s first network-type DC power grid and represents the highest voltage-level and largest transmission capacity flexible DC project globally. It will set 12 world records and holds significant historical importance in the advancement of power grid technology both in China and worldwide. Shu Yinbiao, Chairman and Party Secretary of State Grid Corporation, attended the event and officially announced the start of the project. Liu Baohua, member of the Party Group and Deputy Director of the National Energy Administration, Zhen Zhenjiang, Deputy Mayor of Beijing, and Yuan Tongli, Member of the Standing Committee of the Hebei Provincial Party Committee and Executive Vice Governor, also attended the meeting and delivered speeches. Yang Jinbai, Deputy General Manager and Party Group Member, and Liu Zehong, Deputy General Manager of the company, were present at the event.
The Zhangbei Flexible DC Power Grid Project is a major initiative by the company to implement central decisions and support the clean and low-carbon development of energy. With a rated voltage of ±500 kV, it includes 666 km of ±500 kV DC transmission lines and four converter stations located in Zhangbei, Kangbao, Fengning, and Beijing, with a total commutation capacity of 9 million kilowatts. The total investment amounts to 12.5 billion yuan. Approved in December 2017, the project aims to be completed and commissioned by the first half of 2020. It has been included in the National “13th Five-Year Plan for Power Development (2016-2020)†and the Energy Technology Revolution Innovation Action Plan (2016-2030). In 2018, it was recommended as an iconic project under the “Made in China 2025†initiative.
Liu Baohua, on behalf of the National Energy Administration, expressed his congratulations on the project's launch. He emphasized that green development is a key component of Xi Jinping’s new era socialist thought with Chinese characteristics. The Central Committee and the State Council have given high priority to green development, viewing the expansion of clean energy as a crucial direction for energy supply-side structural reforms. The construction of the Zhangjiakou Renewable Energy Demonstration Zone is a major decision made by the leadership. He praised the solid preliminary work on the Zhangbei Project and encouraged all parties to focus on the bigger picture, innovate, overcome difficulties, and create a new benchmark for modern power engineering, contributing more to green development and technological innovation.
Shu Yinyu highlighted the significance of the Zhangbei Project. It is not only a demonstration of renewable energy development but also serves as a model for exploring new ways to utilize renewable energy in areas rich in such resources. The project promotes the innovation and development of the next-generation power system and has important demonstration value. Additionally, it supports the low-carbon goals of the Winter Olympics, ensuring 100% clean energy supply for the venues. It also drives the upgrading of China’s power technology equipment and leads the country in advancing flexible DC transmission technology at higher voltages and greater capacities.
Zhen Zhenjiang and Yuan Tongli noted that once operational, the project will significantly improve the local environment. Accelerating its construction is a shared goal among all stakeholders, who will work together to create a favorable environment for the project’s smooth progress, ensuring high-quality and efficient execution.
The main mobilization meeting was held at the headquarters of State Grid Corporation, with sub-meetings taking place in Beijing and Yubei. Representatives from relevant ministries, the Beijing and Hebei governments, design, equipment, supervision, and construction units, along with company leaders and staff, attended the event. The Zhangbei and Beijing Converter Stations were simultaneously monitored at the project site.
