** It is recommended to accelerate the recycling of used energy-saving lamps

The National People's Congress proposed to accelerate the recycling of used energy-saving lamps On January 27, the first meeting of the first meeting of the 14th People's Congress of Shanghai was released: 12 representatives from Ding Ming and other representatives jointly submitted a motion calling for an expedited formulation of the “Standard for the Recycling of Used Gas Lights” in Shanghai.

Representatives of Ding Ming and others pointed out that as a model city for the promotion of energy-saving lamps in China, in 2009 and 2010, the number of energy-saving lamps entering households with government subsidies was 27 million. The service life of ordinary energy-saving lamps is 3 years, and it has now entered the centralized retirement period. In the eyes of delegates, the recycling of waste energy-saving lamps has become imminent. “However, in this regard, the country and the city have not yet adopted targeted policies and regulations.”

Not only that, the delegates also found that there are few recycling spots for used energy-saving lamps in Shanghai and there is no special recovery and disposal system. “The current situation is that the production departments are afraid to accept, the environmental protection departments cannot collect income, and the grass-roots community will not accept it. ”

What worries the delegates is that the energy-saving lamp's light-emitting principle determines that a small amount of mercury vapor must be contained in the lamp. “The industry standard issued in 2008 provides that an energy-saving lamp can contain up to 5 mg of mercury, and a Contaminated with 5 mg of waste energy-saving lamps, it can contaminate up to 50 tons of surface water.” If the energy-saving lamps are damaged and leaked, they will cause harm to the environment and human health. “In real life, the majority of the residents have saved energy. The hazard of the lamp is not clear, and the problem of disposing of waste energy-saving lamps at will is very serious. The key to resolving this problem is to formulate laws and regulations for the use of waste energy-saving lamps as soon as possible."

Representatives of Ding Ming and others further pointed out that the various problems existing in the recycling of used energy-saving lamps are mainly caused by the absence of relevant policies and regulations, and it is therefore urgently necessary to formulate regulations based on the current status requirements.

“In the “Recycling Code for Waste Gas Lights,” we should at least clarify the principle of recycling, the legal status of law enforcement agencies, the relationship between law enforcement entities and the relevant corporate agencies, etc.” The representatives called for the use of waste gas in the motion. The legislation for the recycling of electricity generating lights should also clarify the scope of duties of relevant agencies, enterprises and community residents, formulate basic norms for the recycling of waste gas generating lamps, clarify the law enforcement methods and enforcement procedures, and “we should also recommend to environmental protection agencies and related companies. , institutions, and community residents implement reward systems and supervision and accountability systems."
