In 2010, the "Circular on Guidelines for Issuing Internal Control of Enterprises" issued jointly by the Ministry of Finance, the China Securities Regulatory Commission, the National Audit Office, the China Banking Regulatory Commission, and the China Insurance Regulatory Commission stipulated that since January 1 this year, the company will be listed on the main boards of the Shanghai Stock Exchange and the Shenzhen Stock Exchange. The implementation of the internal control system including the "Basic Norms for Corporate Internal Control" and "Corporate Internal Control Supporting Guidelines" has begun.

The two departments pointed out in the “Notification on Implementing the Internal Control Regulation System for Classified Listed Companies on Main Board in 2012” to steadily push forward the implementation of the internal control system for listed companies on the Main Board to ensure that the implementation of the internal control system is implemented and achieved. Effectiveness, to prevent the appearance of passing events, the Ministry of Finance and the China Securities Regulatory Commission have taken into account the differences in the corporate governance foundations, market value scale, business maturity, and profitability of listed companies, and decided to promote the implementation of the listed companies on the Main Board in batches. Control the specification system.

The notice requires that all listed companies on the Main Board should start developing the internal control system since 2012. All relevant listed companies should attach great importance to the establishment or designation of specialized agencies, improve the risk assessment mechanism, sort out risk management and control procedures, improve various operating management systems, optimize internal information systems, establish internal control responsibility and employee performance assessment linking mechanisms, and promote internal The control specification system is steadily implemented.
