1 Scope This standard stipulates the technical requirements for the video air intake system (hereinafter referred to as the system) for security technology prevention in the building and surrounding areas, and is the basic basis for designing and accepting the TV monitoring system for security technology prevention.
This standard applies to the design of television monitoring systems in new construction, expansion and reconstruction projects for the purpose of security monitoring. Video monitoring systems in other fields can be used in reference.
The technical content of this standard is only applicable to analog systems or some analog systems using digital technology.
2 Normative reference documents The clauses in the following documents become the clauses of this standard through the quotation of this standard. For dated reference documents, all subsequent amendments (not including errata content) or revisions are not applicable to this standard. However, parties that have reached an agreement based on this standard are encouraged to study whether the latest versions of these documents . 3 Terms and definitions The following belongs and definitions apply to this standard.
3.1
Video
Based on the current TV mode (PAL color system, CCIR black and white system 625 lines, 2: 1 interlaced), the required baseband signal with a bandwidth of approximately 6MHz or higher.
3.2
Video detection video detecTIng
A detection method that uses photoelectric imaging technology (near infrared to visible spectrum range) to perceive the target and generate video image signals.
3.3
Video monitoring
Use video detection methods to monitor, control and record information on the target.
3.4
Video transmission
Using wired or wireless transmission media, the video image signal is transmitted from one place to another, from one device to another device directly or by means of modulation and demodulation. This system usually includes video image signals from the front-end camera to the video host device, from the video host to the display terminal, from the video host to the sub-control, from the video optical transmitter to the video optical receiver, etc.

Video host video controller / switcher
Usually refers to the video control host, which is the core device for the video system * to control. It can usually complete the switching of the image, the control of the gimbal and the lens, etc.
3.6
Video check to alarm
When an alarm event occurs, the video monitoring system can automatically call the images related to the alarm area in real time to observe and review the on-site status.
3.7
Alarm linkage acTIon with alarm
When an alarm event occurs, it triggers actions other than the alarm device (such as alarm image review, lighting control, etc.).
3.8
SynchronizaTIon of video and audio
Refers to the simultaneous switching of video and audio signals from the same site.
3.9
Environmental illumination
The physical quantity reflecting the light and dark environment of the target is numerically equal to the luminous flux that passes vertically through the unit area. See Appendix A.
3.10
Picture quality
Refers to the quality of the optical image that can be resolved for the observer. It usually includes the number of pixels, resolution, and signal-to-noise ratio, but it is mainly expressed as the signal-to-noise ratio. See Appendix A.
3.11
Picture resolution
Refers to the maximum number of TV lines of the target image that can be resolved in a certain length in the horizontal or vertical scanning direction of the display plane. See Appendix A.
3.12
Front-end device
Refers to all kinds of equipment distributed at the detection site. In this system, it usually refers to the camera and its related equipment (such as lens, PTZ, decoding driver, protective cover, etc.).
3.13
Branch console
Usually refers to the control and observation terminal equipment set up outside the central monitoring room.
3.14
Video moving alarm
Refers to an alarm method that uses video technology to detect scene image changes and issues an alarm message once it reaches a set threshold.
3.15
Video loss alarm
When the video host monitors the video signal from the front end, once the peak value of the video signal is less than the set value, the system regards the video signal as lost and gives a system function of alarm information.
4 Technical requirements
4.1 The basic structure of the system The video security monitoring system generally consists of four main parts: front end, transmission, control and display records. The front-end part includes one or more cameras and their supporting lenses, pan-tilt, protective cover, decoding driver, etc. The transmission part includes cables and / or optical cables, and possible wired / unlimited signal modulation and demodulation equipment, etc .; the control part Mainly include video switcher, PTZ lens controller, * operation keyboard, various control communication interfaces, power supply and matching console, monitor, etc .; display and recording equipment mainly include monitor, video recorder, multi-screen splitter, etc. .
Depending on the purpose of use, protection scope, information transmission method, control method, etc., the video security monitoring system can have a variety of configuration modes. This standard only provides common technical requirements for the common parts of various types of food monitoring systems. The basic composition of the common parts of various video surveillance systems is shown in Figure 1.

4.2 System equipment requirements
4.2. 1 Equipment selection of each part of the system
4.2.1.1 It should meet the site environmental requirements and functional requirements, and should also meet the relevant technical requirements of the current national standards and industry standards.
4.2.1.2 Front-end equipment can be divided into separate combined cameras or integrated cameras.
4.2.1.3 Transmission equipment can be divided into ordinary cables, optical modulation and demodulation equipment and optical fiber, or microwave open-circuit transmission equipment.
4.2.1.4 The display device may be an ordinary TV set, professional monitor, or a display and / or other equipment such as a projector, a combined large screen, etc .; the recording device may be an ordinary video recorder, a long-latency video recorder, or a digital Recording equipment such as digital hard disk video recording equipment, and multi-screen splitters and large-screen controllers that may be cultivated.
4.2.1.5 The number of display devices should meet the requirements for the number of cameras for on-site monitoring and management, that is, the ratio of video input and output should be reasonably determined.
4.2.1.6 The screen size of the display device should meet the monitoring requirements of the observer.
4.2.1.7 Digital image recording equipment should be reasonably selected according to management requirements. The device itself should have unmodifiable system characteristic information (such as system "time stamp", trace files or other hardware measures) to ensure the integrity of the system's recorded data.
4.2.1.8 The switch in the control device can be separated from the pan / tilt lens controller, etc. Generally, in a slightly larger system, the switch, the pan / tilt lens controller, etc. use integrated devices.

4.2.2 Coordination The performance and technical requirements of various supporting equipment should be coordinated to ensure that the image quality loss of the system is within an acceptable range.

4.3 System design requirements
4.3.1 The design of the normative and practical video security monitoring system should be based on the actual survey of the site, and be considered according to factors such as environmental conditions, monitoring objects, investment scale, maintenance, and monitoring methods. The design of the system should meet the requirements of the relevant risk registration and protection levels, and the requirements of the relevant design specifications, design tasks, and the management and use of the builder.
4.3.2 The design of advanced and interchangeable video security monitoring systems should be technologically advanced and interchangeable, leaving room for system expansion and / or transformation.
4.3.3 Accuracy The video security monitoring system should be able to accurately and real-time monitor the protection target under the site environmental conditions and selected equipment conditions, and should be able to clearly display and / or record the available images of the protection target according to the design requirements.
4.3.4 Integrity
4.3.4.1 The system should maintain the original integrity and real-time nature of the image information and sound information, that is, no matter how the intermediate process is processed, the last displayed / recorded / playback image and sound should be consistent with the original scene, that is, in color reproduction, The reduction of image contours (gray scale), event follow-up, sound characteristics, etc. all maintain the maximum similarity to the scene (subjective evaluation), and the delay between the real-time display of back-end images and sounds and the occurrence of live events The time should be within a reasonable range.
4.3.4.2 In addition to 4.3.4.1, there should be a reasonable allocation of the on-site video detection range in order to obtain complete on-site image information and reduce the blind area of ​​the target area.
4.3.4.3 When it is necessary to review and monitor the sound at the scene, the system should be equipped with a sound composite device (audio detection).
4.3.5 Linkage compatibility The video security monitoring system should be able to link with the alarm system, access control system, etc. When jointly designing with other systems, system integration design should be carried out, and each system should be compatible with each other and able to work independently.
For medium and large-scale video security monitoring systems, it should be able to provide corresponding communication interfaces in order to connect with the upper management computer or network to form a comprehensive multimedia monitoring network.


4.4 System functional requirements
4.4.1 Overview The system should have basic functions for image signal acquisition, transmission, switching control, display, distribution, recording and playback.
4.4.2 Video detection and image signal acquisition
4.4.2.1 The video detection equipment should be able to detect the image on the scene clearly and effectively (in the case of well-equipped transmission and display equipment), and achieve an image quality level of more than level 4 (including level 4). For a site with a particularly harsh electromagnetic environment, the image quality should not be lower than level 3.
4.4.2.2 The video detection equipment should be able to adapt to the lighting conditions on site. When the environmental illuminance does not meet the food monitoring requirements, auxiliary lighting should be configured.
4.4.2.3 The protective measures of video detection equipment shall be coordinated with the on-site environment and have corresponding equipment protection levels.
4.4.2.4 The video detection equipment should be compatible with the observation range. If necessary, fixed target monitoring and moving target tracking should be used in conjunction.
4.4.3 Control
4.4.3.1 Depending on the scale of the system, an independent video monitoring room can be set up, or a joint monitoring room can be set up together with other systems. Central control equipment is placed in the monitoring room, and a duty place is provided for duty personnel.
4.4.3.2 The monitoring room shall have preventive facilities to ensure the safety of equipment and personnel on duty.
4.4.3.3 The operation control and functions of the video monitoring system should be performed on the console.
4.4.3.4 The large-scale system should be able to monitor the front-end video signal and give alarm information about the loss of food signals.
4.4.3.5 The system should be able to operate manually or automatically * to remotely control various actions of the camera, pan / tilt, lens, protective cover, etc.
4.4.3.6 The system should be able to switch manually or program automatically, and perform fixed or sequential display of all video input signals on the designated monitor.
4.4.3.7 Large and medium-sized systems should have a storage function. When the mains power is interrupted or shut down, all programming settings, camera number, time, address and other information can be maintained.
4.4.3.8 Large and medium-sized systems should have an excuse for linkage with an alarm controller. When an alarm occurs, the camera image of the corresponding part can be switched out, displayed and recorded.
4.4.3.9 Other functional configurations of the system should meet the requirements for use and redundancy.
4.4.3.10 Large and medium-sized systems should have the ability to switch synchronously with audio.
4.4.3.11 According to the user's requirements, the system can set up sub-control facilities, which usually include control equipment and display equipment.
4.4.3.12 The system linkage response time should not be greater than 4s.

4.4.4 Signal transmission
4.4.4.1 Signal transmission can use wired and / or wireless media, using methods such as modulation and demodulation; it can be transmitted through dedicated lines or public communication networks.
4.4.4.2 Various transmission methods should strive for the consistency and integrity of the video signal output and input, see 4.3.4.1 for details.
4.4.4.3 The signal transmission should ensure the image quality and the accuracy of the control signal (timely response and prevent misoperation).
4.4.4.4 Signal transmission should have anti-leakage measures, wired private line transmission should have signal leakage prevention and / or encryption measures, and wired public network transmission and wireless transmission should have encryption measures.
4.4.5 Image display
4.4.5.1 The system should be able to clearly display the images collected by the camera. That is, the resolution of the display device should not be lower than the overall requirements of the system image quality level.
4.4.5.2 The system should have a text prompt for the source of the image, a prompt for the date, time, and operating status.
4.4.6 Processing and recording / playback of video signals
4.4.6.1 Video mobile alarm and video signal loss alarm function can add necessary facilities according to user's use requirements.
4.4.6.2 When multi-picture combined display or coding recording is required, a video signal processing device—multi-picture splitter shall be provided.
4.4.6.3 If necessary, the following video signals and live sounds should be stored using image and sound recording systems:
a) Image signals and sound signals of the scene of the incident and its entire process;
b) Image signal and sound signal when an alarm occurs at a predetermined location;
c) Dynamic on-site information that users need to grasp.
4.4.6.4 It should be possible to record all or selective records of the source of the image, the time, date and other system information recorded. It is advisable to provide pre-alarm image records for alarm recordings in particularly important fixed areas.
4.4.6.5 The storage time of the recorded image data should be reasonably determined according to the application and management needs.
4.4.6.6 The recording method of the image signal can be analog and / or digital, which should be considered based on factors such as the cost of recording and the validity of legal evidence (uniqueness and non-modification of recorded content).
4.4.6.7 The system should be able to correctly play back the recorded images and sounds, the playback effect should meet the requirements of 4.3.4.1, and the system should be able to correctly retrieve the time and place of the recorded information.
4.4.7 System grading system can be classified according to its size, function and equipment performance index. The recommended classification method is shown in Appendix B.
4.5 Power supply
4.5.1 Power supply scope The power supply scope of the video security monitoring system includes all the equipment and auxiliary lighting equipment of the system.
4.5.2 General power requirements The power supply device required by the proprietary equipment of the video security monitoring system shall have a regulated power supply and a backup power supply.
4.5.3 Stabilized power supply The stabilized power supply should have a purification function, and its nominal power should be greater than 1.5 times the total power used by the system. Performance meets the requirements of GB / T 15408.
4.5.4 Standby power supply Standby power supply (the auxiliary lighting may not be powered as required), its capacity should be at least to ensure that the system's normal working time is not less than 1h. The backup power supply may be one of the following or a combination thereof.

4.5.5 Front-end equipment supply method The power supply of front-end equipment (excluding auxiliary lighting devices) should be reasonably configured, and centralized power supply method should be adopted.
4.5.6 Auxiliary lighting power supply requirements The auxiliary lighting power supply can be reasonably configured according to the site conditions.
4.5.7 Power supply safety requirements The power supply should have lightning protection and anti-leakage measures, and have a safety ground.
4.6 Installation requirements
4.6.1 Installation method The installation method of the front-end equipment should meet the requirements of GB50198.

5 Security requirements
5.1 The equipment used in the video security monitoring system shall meet the safety requirements stipulated in GB16796 and relevant product standards.
5.2 The mechanical structure of any part of the video security monitoring system should have sufficient curvature to meet the requirements of the environment of use and prevent damage to personnel due to mechanical instability, movement, protrusions and sharp edges.
5.3 Information security during transmission should meet the requirements of 4.4.4.4.
5.4 Health protection and environmental protection shall meet the requirements of 9.2.
5.5 The safety of the equipment used in special environments shall meet the requirements of 7.2 and 7.3.
5.6 System grounding should meet the requirements of Chapter 6.

6 Lightning protection and grounding requirements

6.1 When designing the system, the selected equipment should meet the lightning protection requirements of electronic equipment.
6.2 The system should have anti-lightning measures. Power supply lightning protection devices should be installed, and signal lightning protection or isolation devices should be installed.
6.3 The system should be equipotential grounded. The grounding device shall meet the dual requirements of anti-interference and electrical safety of the system, and shall not be short-circuited or mixed with the strong zero point of the power grid. When the system is grounded alone, the grounding resistance is not greater than 4 Ω, and the cross-sectional area of ​​the grounding conductor should be greater than 25 mm2.
6.4 The lightning protection and grounding design of outdoor installations and lines should be considered in conjunction with the lightning protection requirements of buildings, and meet the requirements of relevant national standards and industry standards.

7 Environmental adaptability requirements

7.1 The environmental adaptability of the equipment used by the system should meet the requirements of GB / T 15211.
7.2 System equipment operating in hazardous environments such as flammable and explosive shall have explosion-proof measures and meet the requirements of corresponding national standards and industry standards.
7.3 System equipment operating under excessively high, extremely low temperature and / or excessively high and excessively low air pressure, and / or operating in an environment with high corrosiveness and high humidity shall have corresponding protective measures.

8 System reliability requirements
8.1 The mean time between failures (MTBF) of equipment used in the system should not be less than 5000 h.
8.2 The first failure time after system acceptance shall be greater than 3 months.

9 Electromagnetic compatibility requirements
9.1 The equipment used in the anti-electromagnetic interference system should be able to withstand the following electromagnetic interference and work normally:
a) In GB / T17626.2-1998, the electrostatic discharge interference of severity level 3;
b) In GB / T17626.3-1998, the radio frequency electromagnetic field interference of severity level 3;
c) In GB / T17626.4-1998, the severe level 3 electrical fast transient burst interference;
d) In GB / T17626.5-1998, the severity level: AC power line does not exceed level 3; DC, signal, control and other input lines do not exceed level 2 surge (shock) interference.
e) In GB / T17626.11-1998, the severity level: 40% UT 10 cycles of voltage sag; 0% UT10 cycles of short interruption interference.
During the test, the system worked normally, allowing slight interference of the image, but it did not affect the observation.

9.2 Electromagnetic radiation protection
9.2.1 The electromagnetic radiation power of the wireless transmitting equipment in the system should meet the requirements of relevant national and industry regulations and technical standards.
9.2.2 The external electromagnetic radiation power of non-wireless transmitting equipment (such as video switching controllers, cameras, etc.) in the system that is not in direct contact with or in contact with personnel should meet the requirements of relevant national and industry regulations and technical standards.
9.2.3 The external electromagnetic radiation power of equipment (such as display devices, keyboards, etc.) in direct contact with or in contact with personnel in the system shall meet the requirements of relevant health and environmental protection standards such as GB 8702 in addition to the requirements of 9.2.2 .

10 Logo

10.1 Signage of system equipment The system equipment shall have a signage, and the content of the signage shall include at least: equipment name, manufacturer, production date or batch, power supply rating, etc.
10.2 The terminals and leads of the terminal and lead system should be marked with color, specifications, marking, numbering and other methods for easy search and long-term maintenance during installation.
10.3 Marking requirements Marks and signs must be durable and legible. The sign should not be easily removed and not bent.

11 Documents provided
11.1 Instructions attached to the equipment The main equipment used in the system should provide installation instructions.
The contents of the manual include: appearance drawing, name of each part, function, specification, various important technical indicators, * operation method, installation method, wiring method, precautions and environmental protection requirements.
11.2 The design and construction unit of the document information system shall provide all technical documents in accordance with the requirements of GA / T 75; the documents shall be standardized and the graphical symbols shall comply with the requirements of GA / T 74.
