Deep study and thorough understanding of the spirit of the 19th Party Congress is our top political task. It is crucial to unify the thoughts of party members and cadres under the framework of Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era. On October 18 and October 25, 2017, the Party Committee of the State Grid DC Construction Branch organized all employees to attend the opening ceremony of the 19th National Congress and the press conference of the Central Standing Committee. Through nine collective study sessions, special meetings, and other forms, the Party Committee deeply studied the Congress report and formulated the company’s implementation plan, setting an example for grassroots party organizations to carry out the learning and implementation of the Congress spirit effectively.
The Party Committee of State Grid DC Company conducted 21 sessions of propaganda and education through party classes and counseling meetings at grassroots contact points and temporary party branches. They also arranged for senior officials to attend lectures and reports from the Central Committee and the State-owned Assets Supervision and Administration Commission. Six party branch secretaries participated in rotation training as required by the State Grid Corporation.
According to the "Implementation Plan," grassroots party organizations carried out 59 study sessions using the "Three Meetings and One Lesson" system and party day activities. These efforts ensured full coverage, deep learning, and effective implementation across all branches, groups, and individuals. As a professional company engaged in the construction and management of UHV DC projects, we have a glorious history and outstanding performance. Since the Three Gorges Power Transmission and Transformation Project over 20 years ago, the company has fulfilled its responsibilities in power grid construction. So far, 19 UHV and conventional DC projects have been completed, with a total rated capacity of approximately 89,000 MW. The direct pipeline construction has reached about 12,000 kilometers, and the company has trained a large number of talents in UHV power grid construction and management.
In recent years, under the leadership of the State Grid Corporation, State Grid DC Company has implemented the company's decisions, maintained a balance between goals and risks, and focused on management and technical measures, achieving remarkable results. We successfully completed the tasks of UHV DC projects under the National Air Pollution Prevention and Control Action Plan. In 2017, four stations (Jiuquan, Jinbei, Ximeng, Zalute) and one station (Shanghai Temple) were put into operation. We completed five station line technology support works and supervised 14 DC equipment stations. We achieved zero production safety incidents and continuously improved project quality. We carried out comprehensive inspections, built a risk prevention mechanism, and implemented the decision-making of the Party Committee on major issues. We improved corporate governance and revised enterprise management systems, elevating them to a new level. We focused on party building, business, and employee care, addressing individual demands and supporting those in need, which improved work efficiency. Despite stable employee numbers, annual direct project investment reached 27.1 billion yuan, a year-on-year increase of 265%, breaking the company's record.
2018 was the first year of implementing the spirit of the 19th Party Congress, a crucial year for completing a moderately prosperous society and implementing the 13th Five-Year Plan. We must enter the new era with pride and confidence, embody new responsibilities, display new style, and achieve new accomplishments. We should actively respond to the new requirements of power grid development, embark on a new journey of power grid development, and build a large channel of UHV DC "West-to-East Power Transmission." We must follow the guidance of the 19th Congress spirit, focus on UHV construction around safety, quality, and efficiency, identify breakthroughs and innovations, and continuously improve intrinsic safety, physical quality, innovation, and compliance. We will continue to do our best in building, supporting, and supervising the three core businesses, ensuring high-quality production of the Shanghai Temple Station and ±1100 kV Jiquan project, and constructing the Zhangbei soft DC grid test project. We will prepare well for the Yazhong-Nanchang and Qinghai-Zumadian projects.
We will focus on improving the project's intrinsic safety management and control capabilities, launching the "Anti-Standard Quality Improvement" campaign, enhancing entity quality control, boosting innovation management, and strengthening technical support. We will pay close attention to party building, integrity, and cultural development, building a loyal and clean team. Facing the new requirements of the power grid in the new era, we must not forget our original aspirations, remember our mission, show courage, and strive forward, making new and greater contributions in the development of UHV DC engineering.
